Re-entry permit (REP) related question

Hi friends,

When you leave US, should you have applied for re-entry permit OR you should have receipt notice of REP?

Normally applying for REP is enough. But it's better wait for receipt notice and then leave so that you have a proof.

How much time normally it taked to get the rcpt notice?
