Re-Entry Permit Processing Time...

My brother recently applied for his re-entry permit (Nov'02). He got a letter saying that it takes between 320-350 days to
process this kind of request.. Now thats 1 year. The whole
reason in applying a re-entry permit is to stay out of the country
for over a year!!!!!

How can I expedite this process ? If nothing else, must he come
back before 1 year has elapsed since he left the US?

There is not much you can do to expedite the process. Your brother should definitely come back to the US if he has not received his re-entry permit before his one year is up.
