Re-entry permit filing question

According the USCIS website, its states that one must be physically present in the US when filing the application. What exactly does "filing" mean i.e. is it after you send in your application OR does the 'filing' process also imply successful completion of biometrics? Trying to figure out if I can travel after mailing in the re-entry permit application or if I need to wait till after my fingerprinting is done.

Since USCIS will not process your Re-entry permit application without biometrics, you are better off completing biometrics before you depart from US. I think there is a way for you to show up at the USCIS service center and do walk-in biometrics; please check to be sure.

You should be in the US when you send and they receive the application. You can leave after that, and then return for the biometrics.
 
If we just completed our fingerprinting as part of the N-400 filing and say I apply for my re-entry permit now would I need to go through the FP once again for the REP or would USCIS see that I just completed FP for N-400 and waive the FP requirement for REP? Thanks.
