Re-entering USA with NEXUS card and receipt of passport application given at USPostal

I have a NEXUS card (on the card it it clearly states I am a US Citizen) and I was planning to apply for US Passport.

I need to submit naturalization certificate along with the passport application.

Question 1. Can I enter CANADA by car using NEXUS card and passport application receipt and US driving license ?

Question 2. Can I return back to USA by car using NEXUS card and passport application receipt and US driving license ?

PS: NEXUS card is issued by Border Patrol to traveler who typically cross US / CANADA border frequently.
