I have 2 years old boy and we didn't apply Canada PR when we applied b/o he was not born at that time. B/o we are going to move to canada in couple of months, we don't know we should apply in USA or after we move in. If we apply in USA, receiving may be problem (I guess it will take at least half year). If we apply after we move in, we are afraid that he will have some problem to see doctor when he is sick. I assume there is no problem for him to enter canada if he carries USA passport. Is there any restriction to see doctor for non-PR person?

I don't think visiting doctor is a problem. You will NOT get health card for baby unless he is an immigrant. You can always take him
to doctor at your cost.

I took my baby to doctor in my last visit and paid $40 cash as fee.
No questions asked at doctor's office about your status.
