My guess is PD because now anyone who calls CIS based on RD will get the answer your PD is not current, so they got those people off their back now.
Anyone with PD being current and ND not current what will they tell them. A good question for your lawyers to test if they did law from donation colleges.
There is hardly any scenrio where the PD is current, RD is as published, FBI check cleared correct??. how many lucky ones out there who are eligible to make that million $ call..
Accrodingly RD has almost no value?
Step1- look at the PD and sort as per PD all the cases and then say Jan 98 , review cases which are approvable, approve them, else tell FBI to focus, send RFE etc. and thus ready for approval in about 6 months
Step 2 - when all action taken look at cases from 99, and 00 so on till 04/01 and then stop or forward the cut off dates
Important questions is at what stage they will move the dates forward.
