RD or ND for FP

Can someone tell me if VSC considers the receipt date or notice date while issuing FP notices? There is a vast difference between my RD & ND.
RD: 6/18/01
ND: 9/14/01
When do you guys think i can expect my FP notice? Any comments would be appreciated.
 
Got FP Notice on 11/08/2001, for ND : 06/12/2001

Got letter from INS on 5th Oct for FInger Print on 08th Nov.. For RD : April 12th and ND : June 12th ..
