NSC has no guidelines to follow:

It looks like NSC has a Lottery Machine to pick the files. They never follow any order PD/ND/RD.
There are lots of cases pending with PD in 2001/2002, RD/ND in 2000/2001/2002. Most of the approvals in this week are with PD 2003. May be 2004 next week.
