If I Am A Citizen And Want To Apply For My Parents But If I Am Not Making Enough Money Can I Still Apply?? I Mean Do I Need A Sponcer Letter From Someone To Attach? Or I Dont Need Any One To Sponcer Since I Am Applying for them.

Another Question Is My Mom Is Living In United States And She Is Out Of Staus And My Dad Is In India. U Think It Would Be Better To Apply For Both In Usa? Or Should I Or Can I File Sepratly For My Mom From Here And My Dad In India. U Think Immigration Wont Mind That??

To meet income requirements for I-864, you need either

a) Assets 5 times over the poverty line if you dont have income (works out approx $100K)
or
b) A co-sponsor making enough to cover 125% over povery line

I would file together.

Yes, you can still file I-130 even if you don't make enough money. If you are a U.S. citizen and at least 21 years old, you are eligible to petition to bring your parents to live and work permanently in the United States.
However, you will need a joint sponsor to fill out an affidavit of support Form I-864. You can get information from this link: http://uscis.gov/graphics/howdoi/affsupp.htm

Whether your parents are here or in your country, or one is here, the other one is there, you should file separetly for your parents, one application for each parent. You can send the applications at the same time, in one envelope, but they can't be together in one application.

As far as I know, there is a different procedure to file for one who is already here and one who is not here yet. I am not sure which one is faster. I would say file for your mom from here by filing form I-130, I-485. She won't have any problem because of overstaying as long as she has entered here on valid visa. You have to go through DCF for your father.
You can find more info on USCIS web site or on Green card through relative... forum.
In any case you have to file seperate from for them.

That's right. If your mom is here you can file the whole package for her (I-130. I-485 ...), and it should be sent to the local DO, while for your father you can only file I-130 with your Service Center.

Oooo... Well, if he is able to take 60 days off to go to India and file for his father there, that's up to him.

Exactly. So, I think his best choice would be to file for both parents from here. His mom being out of status is not a problem here. Just make sure to send the whole package for her.
