I appreciate if some one can answer me the following questions.

1. Did any one see the RFE (or a copy of RFE) for your I-140 from VSC?
2. If so, does it say "Form I-797 (8/03/90)Y" at the Bottom Left?
3. Would it look a little or more like H1-B Approval Notice?
4. Does it have a background with CURVED LINES AND A HAND HOLDING A TORCH like in H1-B Approval Notice Background?

   It has background with CURVED LINES AND A HAND HOLDING A TORCH also. Basically it is almost same as H1B approval notice lookwise
