I'm currently under removal proceedings for being out of status since 2008, now what happens if I win the DV lottery 2013? The results are coming out on May 1st and I'm just wondering if I'm eligible to get the Green Card if I ever be one of the lucky selectees.

I don't think you'll be eligible. If you were out of status for over 1 yr, you may have to stay out of country for the next 10 years before being let in again. AOS is not possible if you are out of status.

Applicable law: INA 212(a)(9)(C)

don't even bother, out of statu since 2008 & being on deportation.. You will be banned from entering the state for 3 or 5 years... even if you win the lottery you will get the visa denied

Out-of-status lottery winners cannot adjust in the United States. An individual with unlawful status that departs the United States is barred under INA § 212(a)(9)(B)(i) which prohibits admission to any applicant that:

“Was unlawfully present in the United States for a period of more than 180 days but less than 1 year, voluntarily departed the United States … and again seeks admission within 3 years of the date of such alien’s departure or removal, or has been unlawfully present in the United States for 1 year or more and again seeks admission within 10 years of the date of such alien’s departure or removal from the United States, is admissible.”

You need to fix your status before you can become eligible for the Diversity Visa Lottery.
