Quick Question 'eu Cut Off Number'

Hello everyone,
I am one of the DV-2006 winner in CT/USA and have some questions about the process of the DV. My number is EU34XX. I am confused about this cut off stuff. For the EU the cut off number for November is 3900. So is this means I will go to USCIS for my AOS in November???? When I went there they told me to come back on the 1st of October. So what is this November for? One more thing , how long does the process take once we submit all the forms in October or November like for medical ,birth certificate...etc. I have read a lot forms but could't find any info about the length of the process.

It is for a reason you did not find info on the length of the process. It may be fast, it may never be finished meaning you don't get your GC. I went through AOS and it tested my sanity. Of course, your process might go very smoothly. But if you are a risk averse person and GC is really important for you Consular Processing is the first choice.

but AOS should be much more easier than the consulate process. Because we are already here and we passed the basic requirements to enter USA. We only need to fill some more additional forms and thats it I guess. One another question does the F1 students need to fill affidavit of support form??? Besides I have already sent the $375 which is Dv processing fee and got the receipt. What if they dont give me GC can I take it back???

The problem is that how CIS works does not always make sense. The process is not rational, they are not rational and they don't care that much. If you read our long thread, you might have read about my problems. Just an example. I go to CIS I ask them if they have all the necessary docs to process my case. Yes we do, they say. I am waiting and nothing happens. I ask a friend from the university who had direct contact with the director of the local CIS to figure out what's going on. They tell her they don't have a doc that the embassy should have sent them. (Remember, they told me at the Infopass appointments that they have everything and I only need to wait.) OK, I call the embassy. They say, they never received a request for these docs. OK, I go to CIS, they tell me they sent a request. I tell them, but the embassy did not receive the request. Send them another one. No, we won't, CIS tells me, because we already sent one. Is this a rational behaviour? This shows me that they could not care less. I only finished the process, because an International Office employeee from my university had the phone number of the director of the local CIS office and helped me out several times. The director personally looked into my case several times.
