Questions regarding background check

140: Approval Date - AUG 2004

FP - MAR 2005
LUD - OCT 2005

Called NCSC in Jan. 2006 for case status inquiry, just to check if PD becomes current, my case is ready for approval. Got a letter in email saying that:

A check of our records establishes that your case is not ready for decision, as the required investigation into your background remains open.

Until the background investigation is completed, we cannot move forward ...

Does this mean that my name check is pending or is it some other check?

Is there anything I can do to get more information?
 
But does investigation into the background mean name check. I read that there are other types of checks. I have such a rare first name and last name. There should be 10 people in this world with my firstname or last name.

When my wife had her GC interview at a USCIS local office, the officer told her there were 3 different checks at total before they could approve a case. One of them is the so-called background check. The second one is finger prints. I don't know what is the third one. Maybe name check if it is indeed different from BC.
