questions for RFEed people

I read that sometimes RFE asks for last three paystubs (or even last three months\' paystubs). What if one is NIW-self-sponsored and had recently found a new job (these are non-issues based on the nature of NIW petitions) and has only one paystub. Should one wait to get up to three paystubs to respond to RFE, or just send the one on hand and write an explanation letter? Why does VSC ask for employment letter any way if it\'s based on NIW--waiver of job offer? Public charge suspicion?

Another question: There were a lot EAD renewal discussions a couple weeks back. I bet some people will have EAD expired before they get their new card. One certainly should not get paid--hence is considered not working, before s/he receives the new card. If the new card arrives a month later and starts rigth after the day the old card expired, and the company pays him/her retroactively for the past month. Will this constitute unauthorized employment? Maybe this is a dumb question, since if the old and new EADs eventually are continuous, one is working legally even if s/he does not stop working before receiving the new card. It\'s only that you don\'t know whether you are working legally or not until you know the start date of the new card.
