Questions for NIW filers?

My understanding is like this: if a NIW filer had a job or job offer at the time when he/she filed the application, usually there is less chance to be transferred. Since many NIWers filed when they still in universities either as students or postdocs, odds are INS want to know if you are still working in the field you claimed you would work in.
Correct me if I am wrong

i dont know the exact scheme

but looking at some niwers..their cases got transferred to local centers. actually niw doesnt even require a job offer. so why do they transfer the cases.
one could simply not be working here (like people from overseas who apply for niw/eb1) and they get approved without any hitch.
so its a question of who is looking through the case.
but job wise an approved niw 140 is better as job offer is not required and it doesnt depend on employer
