Questions about the Documents required for Canadian PR

Hello

I have a question about the Police Certificate Document required for canadian PR.

Do i have to get the FBI clearence when i submit my application? Or should i wait for some time. One of my friend told me that it is only valid for 6 months. Is that true? If yes should i wait for more time and get the FBI clearence?

2) It asks for Proof of Langaue Proficiency

Iam planning to give a written Submission on use of English language in my education, work etc...

Does any one have a template on this kind of Documentation?

or which method is the best choice?

Also is it necessary to get the police clearence certificate from India as iam a indian citizen and has lived in india for more than 6 months ?
