Questions about INS operation

Gurus,

I need some information about the way the INS operates:

1) Does the INS consider Saturdays & Sundays when counting days from a particular date? (this is in reference to the counting of the 180 days from either one\'s receipt or notice date)

2) Can INS mail be forwarded? I read somewhere (some time ago) that the post office does NOT forward INS mail even if requested to forward ALL of one\'s mail on a Change of Address form. Are post offices prohibited by law from forwarding such mail?

3) Can someone renew his/her AD card at any INS local office in any state regardless of the service center where I-765 form was initially filed?

4) Can one also do the same as in question 3 for passport stamping? That is, suppose someone files with (say) SC, gets approval materials from SC, but has relocated to a state served by (say) SC or another state served by SC (both situations consistent with the 180 day rule). Can that person go to the local SC office (with SC approval materials) or the local SC office (in the new state of residence, but served by SC) for passport stamping?

I think INS counts only working days not saturdays , sudays and week ends.

I went to get my EID renewed from local INS office. They didn\'t give me EID telling that if I didn\'t file first EID with local office I can\'t get renewal from local office I need to mail it to the service center I first applied.
