Questions about filing I-131

I plan to apply for RP soon. I have few questions and hope someone can answer them.

1) Can I e-file my application and send in my supporting materials, such as a copy of GC and two-photos, to NSC?

2) What is the estimated processing time?

3) I will need to travel in September (a mandatory requirement for my master degree program), but I don't know my destinations yet. For the past two years, students in the program have travelled to countries, such as China, Korea, India, Turkey, Argentina, UEA, Korea, Russia, and Mexico. Will it make sense to apply for RP? I don't know if RP is widely accepted. I am very reluctant to apply for RTD since it is only valid for one year.

Are you a Permanent Resident? If yes, I would go for Rp since it is valid for two years but RTD is valid only for one year. I am not sure if the UEA will accept either one of them, but check, Dubai doesn't accept anything besides NP. Estimated processing time is 6 months but with new fee increase the whole circle has changed, but you should be fine for the Sept. 2008.
#1 is right as you said, there is the instruction that you have to follow.

Thanks for answering my questions. Yes, I am a GC holder. I will not worry too much if only one country (UAE) out of the many countries I mentioned above does not recognize RP.
