If the case is assigned to an officer as told by the IIO, does that mean the security check is completed or will it be done at some later point, like final phase etc?
If case has been assigned to officer then FBI check has been completed and the results are OK. At the time of passport stamping the IBIS check is done...which according to the posts here takes a few minutes.
