You should be able to apply for license with your I-485 receipt. However, you may run into trouble if your state has a rule linking the expiration of your license to the expiration of your status, since your "Pending AOS" status is indefinite. If you wait until you have your Employment Authorization Document, the DMV can use the expiration on the EAD for your license as well. That way they don't have to think too hard about it. My wife and I waited for an hour at DMV this weekend because she doesn't have her EAD and they couldn't figure out what expiration date to put on the ID. The only thing that saved us is we had our marriage license with us. Even so, they only issued the ID for a year.
Social Security requires proof of employment authorization (EAD) before they will issue you a number, so for the SSN, I'm afraid you'll have to wait until CIS issues you an EAD.
