question regarding visitor visa

pls excuse me .. i wasnt able to find a visitor visa thread

my cousins parents are planning to come here in december 2004. they will be applying for a visa at delhi consulate and are less than 60 yrs old.
i wanted to know whether they can apply for a visa right now itself or do they need to wait till oct-nov. i mean is there a restriction on when they can apply for the visa.

I dont think there is a travel date restriction, if they get a 10 year multiple entry visa they can use it to travel anytime in the next 10 years. The only thing is you need to tell the visa office that you will be visiting soon.
