question regarding selective service

Hi,
On N-400 question 33 it says:

"are you a male who was in the usa anytime between 18th and 26th birthdays in any status except as a lawful nonimmigrant"

and if you answer no, you proceed to the next question.

I came to usa when I was 22 and i was on F1 and then H1 visas until I got my green card, when I was 31.

So does it mean I say no to this question and proceed? I remember that when I got my green card, as i was older than 26, i wasnt required to register with selective service, am I correct?

However on the attachment to form N-400, there is a question 10-d and it says

"I am a male who was in the United States
between the ages of 18 and 26 but who did
not register with the Selective Service, and I
will send a “Status Information Letter” from
the Selective Service explaining why I did not
register with my application."

doesnt this conflict with the question in N-400?

Because according to the n-400 question i can proceed to next question, however acccording to this checklist question on attachment, I need to provide documentation.

Can someone clarify?

You have to answer yes, depending on when you got your h1, if you got you h1 before age of 26 then you have to answer yes

If you say yes but failed to sign up you need to attach a statement saying why....

Thanks and there is a lot of good info there but just to make sure... As I was 31 when I got my green card, and before that I had f1 and h1 visa, between ages 22 and 31, I say no to question 33, because i was a lawful nonimmigrant during 18-26 ages right?
 
Another Selective Service question> My was in the USA during his 18-25 age to register but did not know about it. Selective service website says:
"National Archives and Records Administration has sole responsibility of ownership, storage, and retrieval of Selective Service records for men born before 1960. Consequently, Selective Service can no longer access any of these records." BUT> it also says: "NOTE: Immigrants born before 1960 who are seeking U.S. citizenship may be asked by U.S. Citizenship and Immigration Services to provide a status information letter from Selective Service." I'M CONFUSED!!!

If somebody does not register when they are required to whether intentionally or unintentionally, they are able to naturalize after they are 31 years of age.

Having H1B or another valid nonimmigrant status between your 18th and 26th birthdays means you were NOT expected to register.
