Question Regarding Retrogression

Based on the DOS October, 2005, bulletin, it appears that the dates for EB2 underwent retrogression. For Indians who have file for I-485 under EB-2, the date is Nov 1, 1999.

My question is: Does this mean that the applicants from India whose I-485 was filed earlier and have their priority date later than Novermber 1, 1999, have no chance of seeing their approvals until the current date davances?

Is this assessment correct? Please let me know.

Basically that is what they mean. But unfortunately they themselves have no idea on what they are talking about. They say something, but do something else. If you get your approval notice, then you are lucky, if not wait.....wait....and wait.................
