Question regarding I130 case sent to appellate body for review.

Mid 2001 - Applied I130 for my sister
10th Dec, 2001 - Received letter from USCIS confirming receipt of the application
2nd August, 2005 - Notice of approval.

The latest status of the application shows the following:

"we mailed you a notice that we certified our approval of this case and sent it to the appropriate appellate body for review. They will notify you directly when they make a final decision. "

Are all I130 applications sent to appellate body for review? Does that mean that the case has not yet been approved??

It has been over 2 years since the case has been sent to the appellate body. How long does it usually take for the appellate body to make a final decision? I am assuming the appellate body is different from "National visa center".
