Question regarding i-130 filed by my mother

Almost 3 years ago my mother, a permenant resident, filed an i-130 petition on my behalf. I was under 21 and unmarried when she filed the petition for me. My question is this: I have read, recently on a site , that if you have waited more than 2 years to attain a conditional permenant residency, you will automatily be granted unconditional permenant residency after the petition filed on your behalf is approved and you file for 1-485 and are granted a visa number. Now, I'm not sure if this is true. Does anyone know if this is true? and has anyone been through a similar situation where they were granted permenant residency after 2 years of waiting for their relative petition to be approved?

Also another question I have is, my mother is going to become a Us citizen in Febuary. I want to know if her becoming a citizen can positively affect the speed of my case.
