Question regarding H1B transfer

I am employed with company A in USA. My H1B, which the company A filed, is expiring in Sept 2010.

I want to leave the company and go back to India. I want to know - Is it possible that another company B in USA can file an H1B petition for me in Sept 2009 , while I am in India?

Yes and depending on few other factors, you may not be counted against the Quota.
