Question regarding H-1B cap exemption

Currently, I am on F1 visa and working on OPT. Previously, I had held an H-1B visa from Dec 1999 to Nov 2001. I had started on my F1 visa since Jan 2001. Since then I have been out of the US only for 3 months. Does it mean that I could be year 2005 H-1B cap exempt? Please help.
 
please check with a qualified attorney. however this is my opinion. you may not be exempt and may need a new h1. find a sponsoring company quickly before the quota is over for this year.
