Question regarding Educational Evaluation for H1 stamping at Mumbai Embassy

I went to US on F1 visa, now I am on H1 visa. I am here in Mumbai and I need to stamp my H1 in the passport. I have all the documents except ''The official evaluation of your educational and work credentials" . How important is this document and is it possible to get it in Mumbai? Also I didn't have MS degree when I got H1 visa, but now I have completed it though I don't have my degree or official trancript in hand. Would it be a problem?

All the help and suggestions are appreciated ! Please reply ASAP,

If your entire petition was based on it, it is significant.

Other option is to get a provisional transcript and a letter from the univ or Dept. chairman that you have completed all the req. for MS degree and will be awarded the same in ___.
