Question regarding cured TB & I485 medical exam

Hi there, I was tested positive for TB when I was in college (in US) about 10 years ago. I had taken the medication for about 1 year. After the treatment process, the Health Dept determined that I was cured. I'm now in the process of filing my I485. I went for my medical exam a few days ago and the doctor told me that there is no need for a TB skin test/chest X-ray because I was previously tested positive and went under treatment. He also told me that since I was treated so I'm no long an "active" TB carrier and it won't affect my I485 application. It makes sense to me but I would like to check with the experts here to make sure my TB history won't affect my I485 application. And skipping the skin test/chest X-ray is ok. Also, I would like to know who decide if an application has medical ground of inadmissibility? The doctor or the people in USCIS? If the doctor gives the green light in the medical exam, can the people in USCIS reject the appliation based on medical ground? Thanks for your help in advance.
