Question regarding Change of address

Hi guys,
I received my conditional residence in November 2007 from Garden city USCIS, New York and have to apply for the removal of conditional status in the end of August 2009. In the meantime, my wife and I are planning to move to Minnesota in June 2009 due to her career advancement. My questions are:-
1) Should I file the change of address with USCIS once I move to Minnesota in June or when I file the removal of conditional status application in August?

2)I believe, I have to send the I-751 application to USCIS California Service center as I will be living in Minnesota. Would the process longer because I got my Green card from USCIS New York(Vermont) and after moving there the I-751 will be processed at USCIS St. Paul(California)?

Thank you in advance for your time and it's nice to be back in the forum.

You should file the change of address within 10 days of your move. You can do that online at uscis.gov or mail in the paper form.

If the Vermont Service Center keeps approving I-751s at the same pace, your petition will be approved much faster at the California Service Center. Where you got the GC originally should not matter - just make sure you submit lots of joint evidence.
