Question regarding case numbers

Hi,

my freind has won the a chance in the green card lottery.. now I dont quite understand the whole case number thing - his case number is in the 900's as in like 000000967 - is this good? now he should send off the forms asap right?

all help is much appreciated.

What area are your friend in? When did he get the letter? Is he in his home country? What country? These factors are important. But I think 9XX is a very good number. Should get pass.
