Question reg. filing I130 at consular posts

My freind is an US.citizen and wanting to file I130 for his parent.
Now as in TSC the I130 approval is taking considerable time,
is there a provision to file at consular posts,eg. chennai and if so will be it be a faster approval relatively?getting his parent here has become urgent due to some personal issues.
For filing at chennai, does it require the person should be staying
for a period(say a month) or can just visist file and come back in about two weeks time?
One way is to get him on Visitor Visa and filing I 130 after 3 months here is one option but it has some risks.
Any thoughts and experiences on this please.
