Question on Travel Permit and Processing Date

Hi My wife's priority date is 11th of july 2003 and the processing date is 11th August 2003. We did send a response to the Medical RFE which they received on 9th of July 2005. What shall we do now to see that my wife's GC does not gets delayed any more?
My Second question is if she has to go to India urgently can she get her travel permit in a few days. What shall she do to get the travel permit within a few days.

I believe you are confusing the receive date (RD) with priority date (PD). From your description it seems that your wifes RD and not PD is July 2003. The PD can be found by looking at the 140 approval notice. If you are EB3, the PD will determine whether your case is affected by retrogression or not. Currently all EB3s cases are under retrogression and PD doesn't even matter. In October a new retrogression date will be set and if your PD is before that date the case can be approved. Hope this makes sense to you.

Regarding your question about APs. It is not wise to wait till an emergency arises to apply for the travel document. Although the document can be approved quickly it is also equally possible for the USCIS to delay the case. My APs have been pending for over 7 months with the TSC. So go ahead and apply for your wifes AP and have it in your hand.
