Question on "Second LC filing from different state"

Hello,

My attorney has file my LC in regular category in Jan-2004 from NY, even though I requested for RIR.
Now my company has another branch in FAST processing state like Pittsburgh (PA).

1. Is it possible to file another LC from PA keeping NY LC as it is?
2. What are the criteria to file another LC from different state?
3. Is it wise to file another LC at this time when UCCIS changing procedures and rules?

... It's like any other LC petition.

3. Is it wise to file another LC at this time when UCCIS changing procedures and rules?
... Sure. NY is backlogged big time.
