Question on ONE year limit after medical?

Hello friends,

My sister did her medical towards Canadian PR application at New Delhi Embassy on Nov 9, 2001. After a long wait, she recd a letter from the embassy today that said following:

"We are now ready to issue your immigrant visa(s). The visa(s) will be valid for the purpose of immigrating to Canada until November 09, 2002. This date is the longest possible validity and can not be extended."

They asked to submit original passport, photographs and height & eye color info to be submitted by MAIL ONLY. Then they will MAIL the passport back. Then they say:

"Your visa(s) will normally be issued within four months of
the receipt of all the above indicated requirements."

My question is how does this process work- If they issue visa after Nov 9, 2002 (going by within 4 months clause above), can my sister still go to Canada? If they issue visa before Nov 9, 2002 (today is Oct 5, 2002 and we will submit the info as early as Monday), my sister is left with almost no time to plan for travel before Nov 9, 2002 deadline. Do they give any grace period since they delayed the application?

Thanks for your comments.
Ravi

VIsa date can not extend beyond 12 months from Medical date.
in this case they have informed you about the last date as 09,2002, your Sister should plan to land before that date or Visa / landing Permit will be cancelled or invalid.

They will mail back the passport Stamped in few days after you submit immidiatly, they know that one should have the passport and Visa in hand before given date, they will not take 4 months.

Request to them when you submit the passport that they should return the PP immidiatly so that she can plan to land immidiatly, attach the copy of letter that you have recieved.
