question on next year's visa number? When will it be available?

I have a very simple question which I can not find anywhere.
Each year every country has a quota which is divided into Eb1, Eb2, Eb3, etc. When will be starting point of another year which will have the quota available and what will happen then?
 
In five months.

Times flies by so fast. In just five months we will be looking into October bulletin. All the agony again. I don't even pay attention to these bulletins anymore.
