Question on Local office Interviews..

Does INS transfer all cases of people who got married within an year of starting their 485 process, to the local office for interviews or its just the discretion of the Adjudicating Officer ?

in family based green card cases the duration of marriage is very important

but in employment based cases it is not important

There must be another factor which triggered the interview

factors are

a) Language of documents(birth, marriage, education certificates)
b) type of job
c) Amended I-140
d) Country(ethnicity)
e) Age
