Question on LC Urgent Help !!!

I am currently in my 7th year on H1B visa. Our Employer filled Labor certification from the state of California in July 2003. Now they have moved my case to Dallas Backlog center.

My Employer is closing the California site and moving us to the state of Texas.

I would like to know if we can continue current Labor certification without any changes. My company lawyer says that using law AC21 allows us to change to same or similar job position in different location.

I heard that AC21 is applicable only to I-140 and 485 stages.

Would there be any issues with LC process?
 
that labor is gone - it is only good for that location with that company. AC-21 only applies after I-485 pending 180+ days.
