Question on H1B for 2005-06

hi,

I am on H4 visa. I have a Masters degree from India but I do not have a Masters or phd degree from US.

a) When is the earliest I can apply for my H1B visa for the year 2005-2006? And on my H1B approval, when can I start working?

b) With the latest USCIS regulation (released March 8, 05), am I eligible to apply for H1B visa in the 20K quota? If yes, when can I apply?

a. April 1 is the earliest you can apply for fiscal year 2006 that runs from October 1, 2005 until Spetember 30, 2006.
b. Yes, it seems so. However, nothing has been published yet about how to apply so all you can do for now is to check the USCIS web site regularly.
