Question on FP - Denver

Who sets up fingerprint appointments? Is it NSC or District Office? My PD is 3/30/05 and I have not recieved FP notice yet. From other posts it seems that FP notice is generally sent out within a month or so.

I would appreciate if anyone from Denver can share their experiences (especially those who applied in March 2005 or later).
