Are 485 approvals based on receipt date of 485 application at the service centers or the priority date of the original labor petition ?

If two applications one with priority date in 2002 and one in 2004 are pending at the same service center with all other formalities completed, which one is likely to be approved first assuming the receipt date of the 2004 to be earlier ?

There may be several exceptions and name check pending issues, but the above questions are meant for a typical cases.

The processing of all 485 petitions is always by 485 RD....(6 month processing time)

but there are few ifs,

1) Namecheck should have cleared?
2) For 485 to be approvable, PD should be current...and FPs not expired
