Question on AC21, 180 days

Just curios if a person who has AOS pending at VSC Joins a company in West coast after 180 days using AC21, does VSC transfer the case to TSC after informing the address change. What are the implications? is there a possibility of file being transferred to local INS?
Any thoughts are really appreciated.
