I spoke to Mr.Shusterman and was able to apply for a NIW. Once I get my approval, I can leave the waiver area. He said that the other options are not feasible.

so I guess doing fellow ship after you fulfill the requirement in an underserved area for 5 years is OK (I 140 already approved).

Yeah, he said that I could move to a different area and do fellowship if my I-140 is approved for EB2 NIW
