Question for NIW concurrent filing

I am confused about NIW concurrent filing. Can Indian and Chinese file NIW I-140 and I-485 concurrently at this moment? My confusion comes from the posted priority date for NIW. It is in back to 2003 for Indian/Chinese.

Another question: If I choose not to file I-140/485 concurrently, can I start to file I-485 immediately once my I-140 gets approved?

No you can't file concurrently at present. This is because NIW falls under EB2 category, which is currently retrogressed for India and China.
Even you 140 is approved you have to wait for 485 filing until visas are availbale in EB2 category.
 
Unfortunately, no visa numbers available for indians in EB2. Still you can file I140.
