Updated Questions for Mr. Johnny Cash

Which one do you think is better to do for an application that has been pending well over 120 days after naturalization interview and FBI name check has been completed. However USCIS keep saying that security/background check is not completed.

1) Petition for Hearing on Naturalization Application in the United States District Court
or
2) File a Writ of Mandamus

Also you said that I could file a lawsuit as soon as I move to another state, so If I file the lawsuit the 2nd day after I move to the new state, would this be a good move? Wouldn't the new USCIS office use the excuse in court that they have not been able to transfer my file yet?

or Should I actually wait a month or two and try to get confirmation that the new office has transferred my file from the old office and then file the lawsuit?

Also since I am planning to move middle of next month, when is the earliest that I could notify USCIS for my address change? Thanks kindly
