1. Can the letter be issued by any adminstrative peron in the company or only HR ?
2. Can I get it notarized by myself or the HR itself has to notarize?
Please clarify these doubts.

1. HR or manager is fine. Better if more senior.
2. Signer must identify him self to notary, able to prove he represents the company (you don\'t need to be present though you can).
Better to prove also he is representing the company.
Notary can (and should) attest to that to.
Otherwise, one can print an "employment letter" with letter head of company & friend\'s name and let his friend sign. But his friend does not represent the company though he is who he claims to be.
