Question? Are high rank military officials allowed to handout visas?

My friend was offered a 10 yr work permit with a visa from a high rank military officer. He said that every 3 years he is granted ten 10 yr work permits w/visas to give out to anyone he wants. The cost of this will be $350 to process. Has anyone heard of this? Thanks!!
 
It is not a scam, there is a legitimate H1B2 visas issued for DoD projects. As far as anyone he wants to... Well, to certain degree, it's true. See 8CFR214.2(h)(1)(B)(2)
 
And yes, they are issued for 10 years, not 6, like regular H1B1. Although it's not quite clear to me why this question is posted in Family Based Green Cards section of the forum.
 
If a really high ranking DoD official wants to hire a foreigner, I am sure he will have no problem getting h1B2 visa for him. In this sense, yes *he*, i.e. DoD official, can hand out these visas to anyone he wants to. That's what these visas are designed for, for DoD needs.
 
I wonder, if a high ranked DOD official can hand out anyone a working visa, then why is he asking for a fee to process it? I mean most employers dont charge anythin if they'd want to petition an employee... oh well.. whatever
 
Well he says the fee is the cost of the work permit. My friend will not be working for him though, he claims its something the government entitles to him every 3 years to do. I apologize for perhaps posting this in the incorrect spot, I was not sure where to post.
