Question about Selective Service Registration & N-400

I came to U.S. as an international student on F-1 when I was 23-yrs old, and got my PRC at the age of 29. My understanding is I did not have to register with SS. This understanding is based on what's written on pp. 28 of A Guide to Naturalization (If you are male and lived in the United States (in any status other than as a lawful nonimmigrant) at any time between your 18th and 26th birthdays, you must be registered with the Selective Service System).

Form M-477 in the same guide also states to the same affect:
If you did not register with the Selective Service and you 1) are male, 2) are 26 years old or older, and 3) lived in the United States in a status other than as a lawful nonimmigrant between the ages of 18 and 26, send: A “Status Information Letter” from the Selective Service (Call 1-847-688-6888 for more information).

Then why does form M-480 (Naturalization Eligibility Sheet) state the following in step #10:

10. One of the following is true:
(a) I am female, OR
(b) I am a male registered with the Selective
Service, OR
(c) I am a male who did not enter the United States
under any status until after my 26th birthday,
OR
(d) I am a male who was in the United States
between the ages of 18 and 26 but who did
not register with the Selective Service, and I
will send a "Status Information Letter" from
the Selective Service explaining why with
my application.


Do I need a Status Info Letter from SS? :confused: Pls advise.
