Looking at the fee's, there one for $550 for the primary application then another $975 fee... Do you only pay the $550 fee initially then if you get approved, you pay the $975 fee prior to landing in Canada?

Yes, either way. You can pay them both upfront or you can wait until the RPRF is requested, which will add about a month or so to your application.
