Question about petition for parents

Hello,

I recently became a naturalized citizen (originally from India) and am planning to apply for GC for my parents (Indian passport holders). I have a question about which consulate to specify for CP based 1-130 for my parents since they do not presently live in India. In fact, they have been living outside India for a while. Their timeline for different places is:

Till April 2001 : India
April 2001 - June 2006 : South Korea (lived for 6 months twice in the US on B1/B2 during this time period)
July 2006 - Sept 2006 : Malaysia
Oct 2006 - March 2007 : USA on B1/B2
April 2007 - January 2009 : Indonesia
Feb 2009 - Present : Singapore

My questions are:

1) Can I specify New Delhi, India as the consulate even though they live in Singapore (my father has a long term job there) or do I need to specify Singapore consulate? They do own a house in New Delhi and regularly pay income tax in India.

2) I understand my parents will need Police Clearance from South Korea and Indonesia but not Malaysia (less than 6 months). Is this correct? What about from India or USA?

3) Is it possible for my father to continue his job in Singapore after he gets the GC or will he have to move to the US? Can he come to the US for a short period after the GC and then move back to Singapore?

Any help will be appreciated.
 
New Delhi is still safe option. More so since he is paying his taxes there.
Having Police clearance from the places he stayed for more than 180 days will help.
Since he is paying taxes in Delhi, please confirm with expert if he really needs to declare all these addresses and police clearances. these are short stays and not necessarily his permanent addresses legally.
Your father may not be able to do his job in singapore. 185 days in USA:179 days in Singapore may not work in the 2nd year.
You can even consider belaying the Gc till he wants to work outisde USA.
